Governor Herbert Appoints Voros to the Utah Court of Appeals

SALT LAKE CITY, Utah — Governor Gary R. Herbert has selected J. Frederic Voros Jr. to serve as a judge on the seven-member Utah Court of Appeals.
“Fred brings a great deal of knowledge and experience to the Utah Court of Appeals,” Governor
Herbert said. “He has significant experience in all areas of the law, especially at the appellate
level, and will be a good complement to the six sitting judges.”
Mr. Voros has served as chief of the Criminal Appeals Division for the Utah Attorney General’s
Office since 1999. Prior to that, he spent eight years as an Assistant Utah Attorney General in the
Criminal Appeals Division. He has also had experience in general civil litigation practice and
was formally general counsel with a national communications firm and to Ricks College in
Rexburg, Idaho.
Mr. Voros has a juris doctorate from the J. Reuben Clark Law School at Brigham Young
University and a bachelor’s degree in English from Brigham Young University.
Mr. Voros will fill the vacancy created by the retirement of Judge Judith Billings. Judge Billings
was appointed to the district court by Gov. Scott Matheson in 1982 and to the Court of Appeals
in 1987 by Gov. Norm Bangerter.
The Governor’s appointment is subject to confirmation by the Utah State Senate.
