Ashley Biehl

Assistant Attorney General

Environment/Health & Human Services

Ashley Biehl is an Assistant Attorney General in the Environment, Heath and Human Services Division, where she represents the Division of Child and Family Services, Office of Family Health, Office of the Public Guardian, the ADA Ombudsman, and provides guidance on government records law.

Ashley graduated from the University of Utah S.J. Quinney College of Law in 2015. She was in private practice for three years before becoming a Guardian Ad Litem in Las Vegas. In 2022, she joined the Office of the Utah Attorney General, where she represented the Utah State Board of Education and Utah Schools for the Deaf and Blind for four years before she transitioned to the Health and Human Services Section. Ashley served as Vice President of the Young Lawyers Division in Nevada and was awarded Nevada Young Lawyer of the year in 2021.

Upon her return to Utah, Ashley became President-Elect and President of the Utah Young Lawyers Division, and was awarded Utah Young Lawyer of the Year in 2025. She was elected to the Utah Bar Commission in 2026 and serves as 3rd district representative from 2026-2029. She also serves on the Well-Being Committee for Legal Practitioners (WCLP). In her free time, Ashley loves to advocate for organ donation, training and competing in the US and World Transplant Games.
