Financial Services

The Tax, Transit, and Financial Services Division provides strategic legal counsel to Utah’s financial and infrastructure agencies, helping ensure fair tax administration, protect public funds, and support the reliable operation of statewide transit systems.

The division represents the Utah State Tax Commission, the Utah Insurance Department, and the Utah Department of Financial Institutions, and serves as bond counsel for state and local governments in the issuance of public debt. The division also oversees the modification and termination of charitable trusts to ensure compliance with state law and donor intent.

In addition, the division advises and represents the Utah Transit Authority on a wide range of matters, including complex civil litigation, capital improvement and infrastructure projects, procurement, federal grant compliance, property acquisition and management, transit-oriented development partnerships, and public safety and police operations. The division also provides legal support to UTA’s Board of Trustees and Local Advisory Council and helps advance initiatives that expand transit access for disadvantaged populations.

Powering public investment

The Financial Services Section safeguards Utah’s financial systems by advising the Utah Insurance Department, the Department of Financial Institutions, and the State Treasurer. In FY 2025, attorneys helped revoke insurance licenses from companies and agents who violated state law and defrauded customers, while also supporting the State Treasurer in issuing bonds that secured critical funding for charter schools across Utah.

Safeguarding state revenue

The Property Tax & Auditing Sections advise the Utah State Tax Commission, defending Utah’s tax system and ensuring lawful compliance. In FY 2025, attorneys handled high-stakes litigation involving millions of dollars, supported enforcement of the Tobacco Master Settlement Agreement, and represented the Commission in bankruptcy, collections, and motor-vehicle matters—protecting taxpayers and strengthening Utah’s financial integrity.
