About the Criminal Department

The Criminal Department, led by Stewart Young, is responsible for prosecuting serious crimes, supporting statewide law enforcement efforts, and upholding public safety. This department handles complex cases such as homicide, drug trafficking, public corruption, white-collar crime, and crimes involving children. Attorneys also provide legal support to multi-jurisdictional investigations and task forces across Utah.

In addition to prosecution, the department plays a critical role in legal training, criminal justice policy development, and coordination with local, state, and federal partners. Through targeted enforcement and dedicated public service, the department works to ensure justice is served. The department also supports victims and protects communities across Utah from serious and emerging criminal threats.

investigations

The Investigations Division supports prosecutions by conducting in-depth investigations into major crimes, including fraud, public corruption, human trafficking, and child exploitation. This division is staffed by experienced law enforcement officers and analysts. Investigations works alongside prosecutors in the office and partner agencies to gather evidence, interview witnesses, and build strong cases that protect the public and uphold justice.

Justice

The Justice Division focuses on investigating crimes that impact the integrity of Utah’s justice system, including misconduct by public officials, conflicts of interest, and violations of trust. This division works to ensure accountability in government and law enforcement by conducting impartial investigations that uphold public confidence in the rule of law.

Medicaid Fraud

The Medicaid Fraud and Patient Abuse Division aggressively investigates and prosecutes Medicaid fraud committed by health care workersfrom falsified billing submitted by local providers to national fraud committed by pharmaceutical companies and other large, multi-state providers. The division also strives to protect vulnerable individuals by aggressively investigating and prosecuting abuse, neglect and financial exploitation.

Mortgage and financial Fraud

The Mortgage and Financial Fraud Division investigates and prosecutes crimes related to mortgage fraud, real estate scams, and other financial schemes that harm Utah consumers and destabilize markets. By partnering with local, state, and federal agencies, this section works to uncover fraudulent practices, protect homeowners, and ensure accountability in Utah’s financial and housing systems.

Children’s Justice Center Program

The Children's Justice Center Program promotes the development, growth, and continuation of Children’s Justice Centers throughout the state. Located throughout the state, Children’s Justice Centers streamline investigations, support recovery, and strengthen prosecutions by placing the child victim at the center of every decision. This coordinated, multidisciplinary approach improves outcomes for children and holds offenders accountable.
