About Environment, Health, and Human Services

The Environment Section provides legal representation to all five divisions of the Utah Department of Environmental Quality, including Water Quality, Air Quality, Waste Management and Radiation Control, Drinking Water, and Environmental Response and Remediation. Through this work, the section supports the state’s efforts to protect public health while ensuring regulatory programs are administered lawfully and effectively.

The Health and Human Services Section represents the Utah Department of Health and Human Services in a wide range of administrative, regulatory, and judicial proceedings. Following the consolidation of the former Departments of Health and Human Services, the section provides counsel across Medicaid hearings, licensing matters, and enforcement actions affecting some of the state’s most essential public programs.

Together, these sections provide trusted legal guidance to agencies responsible for public health, safety, and environmental protection. Through careful counsel and skilled advocacy, the team helps ensure that Utah’s environmental and health systems operate within the law while delivering critical services to communities statewide.
