About Utah Prosecution Council

The Utah Prosecution Council (UPC) is a statutorily created body that brings together leadership from across Utah’s prosecution and public safety community, including the Attorney General, elected prosecutors, city attorneys, and key statewide partners. UPC serves as the state’s central hub for high-quality continuing legal education for prosecutors and functions as a critical connector among prosecutors, law enforcement, state agencies, and victim advocates.

UPC also delivers a robust slate of annual conferences and specialized trainings designed to keep Utah prosecutors and justice professionals at the forefront of legal and procedural developments. Signature programs include the Spring Caselaw and Legislative Update, Fall Prosecutor Training, Advanced Trial Skills, executive conferences for county and district attorneys, and multiple association conferences for prosecutors and prosecutorial assistants.

In addition to its core training mission, the law mandates that UPC provide trauma-informed training for law enforcement officers who investigate sexual assault and sexual abuse. UPC faculty and staff travel statewide throughout the year to deliver this instruction, strengthening investigations, supporting victims, and improving outcomes across Utah’s criminal justice system.

UPC also provides targeted instruction in areas including domestic violence, DUI, mental health, adult sex crimes, and white-collar offenses, and regularly offers courses for POST-certified law enforcement officers. Beyond training, UPC staff serve in leadership roles on state and national boards and commissions focused on victim services, trauma-informed justice, sexual assault response, and criminal justice policy. UPC also administers the John R. Justice Federal Student Loan Repayment Program, helping eligible prosecutors and public defenders manage educational debt and strengthening long-term retention within Utah’s justice system.
