Candace Roach is an Assistant Attorney General in the Torts Section of the Litigation Division.
Roach joined the Office in 2021 and spent five years in the Child Protection Division, where she created a GRAMA decision tree for the Division of Child and Family Services (DCFS), an entity that receives several hundred GRAMA requests per month. The tool streamlined DCFS’s records request process significantly. During her time in Child Protection, she also completed more than 200 administrative proceedings before the Office of Administrative Hearings.
Roach earned her B.S. from the University of Utah in 2015 and her J.D. from Creighton University School of Law in 2020. She clerked for Union Pacific Railroad’s Labor Relations department, the Douglas County Attorney’s Office Juvenile Division, and the Office of the Utah Guardian ad Litem. She is admitted to the Utah Bar.
