Gordon H. Rowe serves as an Assistant Attorney General in the Natural Resources Division at the Office of the Utah Attorney General. In this role, Gordon represents the Division of Water Rights (Utah State Engineer), providing legal counsel and litigating water rights general adjudications and other legal challenges.
Gordon also represents the Colorado River Authority of Utah, addressing complex interstate and intrastate matters related to the law of the Colorado River, and works closely with the Upper Colorado River Commission on federal permitting and funding programs.
Gordon’s legal career began as an O’Hara Fellow in the Natural Resources Division, where he provided counsel to several divisions within the Department of Natural Resources, including Oil, Gas & Mining, Forestry, Fire & State Lands, and Water Rights. Gordon has represented the Division of Oil, Gas and Mining in administrative and regulatory proceedings, including federal bankruptcy court, and served as Hearing Officer for the Division of Wildlife Resources’ license suspension adjudications.
Gordon earned a J.D. with Honors from the University of Utah S.J. Quinney College of Law, where he was recognized as a quarterfinalist and a best brief award recipient at the National Environmental Law Moot Court Competition, and as a semifinalist at the National Energy and Sustainability Moot Court Competition. While in law school, he served as a judicial extern in the United States District Court for the District of Utah. Gordon also holds a B.S. in Environmental and Sustainability Studies from the University of Utah.
