About State Agency Counsel

State Agency Counsel serves as a central legal resource for the Office of the Utah Attorney General, handling matters that span multiple practice areas and do not fit neatly within more specialized divisions. The division provides legal counsel to more than 40 state agencies and offers deep expertise across a wide range of issues, including public ethics, constitutional questions, government powers and authority, GRAMA, tobacco enforcement and litigation, wiretapping and eavesdropping, and other complex regulatory and advisory matters.

This year, the division restructured its operations to operate more efficiently while maintaining a high standard of legal service. By doing more with less, the division reduced costs, streamlined workflows, and continued to deliver trusted legal counsel that enables state agencies to carry out their missions effectively.
