Blaine Thomas is an Assistant Attorney General in the Environment, Health and Human Services Division, where he represents the Utah Department of Health and Human Services, including the Division of Integrated Healthcare and the Utah State Medicaid Agency’s Office of Medicaid Operations, Office of Medicaid Eligibility, Office of Managed Healthcare, and Provider Sanction Committee, as well as the Office of Substance Use and Mental Health. His practice covers the full range of government legal representation, including statutory compliance, contractual and regulatory oversight, administrative law and appeals, and defensive litigation.
Blaine earned his J.D. from the J. Reuben Clark Law School and his B.A. in English (Literary Studies) with a Spanish minor from Utah Valley University. During law school, he served as an extern for the Honorable Judge Lynn W. Davis of the Utah Fourth District Court and volunteered with the federal Salt Lake City Immigration Court.
He is admitted to the Utah State Bar and the Federal Bar for the District of Utah.
