Bret Randall is the Division Director for the Environment, Health & Human Services Division. The Division consists of the Environment Section, supporting the Department of Environmental Quality, and the Health & Human Services Section, supporting the Department of Health & Human Services. Bret’s primary role is supporting the Department of Environmental Quality, supporting its mission of safeguarding and improving Utah’s air, land, and water through balanced regulation.
Bret graduated summa cum laude from BYU Law School in 1993 and served as a federal court law clerk in the District of Idaho. Following his clerkship, Bret worked in various private practice firms where he was significantly engaged in environmental, real estate, and energy sector work, including litigation and transactional matters. From 2013 until 2016, he served as an Administrative Law Judge for the Department of Environmental Quality. Bret joined the Office of the Utah Attorney General in January of 2017, where he primarily supported DEQ’s radiation control and drinking water programs.
He was appointed by Attorney General Derek Brown to serve as Division Director in December of 2025.
