Carter Moore is an Assistant Attorney General with the Natural Resources Division, where he serves as primary counsel for Utah State Parks and the Utah Lake Authority. Working closely with his clients, Carter helps to ensure Utah’s 46 State Parks and the Utah Lake Authority lead the way in stewardship, education, and recreational opportunity for visitors and Utah citizens alike. Carter advises on real property matters, invasive species management, contracts, and administrative law to protect, improve, and show off Utah’s best places.
Carter’s practice spans from contract drafting to rulemaking and complex real property and water litigation. Carter graduated with honors from the University of Utah’s S.J. Quinney College of Law, where he served as the Student Bar Association President and the Natural Resources Law Forum President. He worked as the Clark Dewsnup Natural Resources Fellow and the O’Hara Natural Resources Fellow for the Division, where he served as the Wildlife Hearing Officer, suspending hunting and fishing privileges for people convicted of wildlife crimes.
Carter received degrees in Journalism and Horticulture from Utah State University. He worked as a river guide for multi-day expeditions on the Green, Colorado, and Yampa Rivers, where he learned how powerful connecting people and nature can be. Carter can still be found on the rivers, usually with a fly rod in hand. He is a woodworker, painter, birder, and the commissioner of the Lawyers Softball League.
