Connor Arrington

Assistant Attorney General

Natural Resources

Connor Arrington is an Assistant Attorney General with the Natural Resources Division, where he serves as counsel for the Division of Forestry, Fire and State Lands. Among other things, Connor supports the State’s wildfire program, which includes collaborating with county, local, and federal wildfire partners; managing fire suppression cost recovery matters; and providing counsel on other special litigation matters affecting the division.

Before joining the Office of the Utah Attorney General, Connor practiced law with the boutique litigation firm Marshall Olson & Hull, where his practice centered primarily on business divorces and other commercial disputes. Prior to attending law school, Connor worked in Washington, D.C., with the Organization of American States and the United States Agency for International Development, among other organizations.

Connor earned his J.D. from the University of Utah S.J. Quinney College of Law in 2020. In law school, Connor was invited to participate in the Oxford Consortium on Human Rights and Humanitarian Law in Oxford, U.K. He served as an S.J. Quinney Fellow, where he collaborated with professors and other participants of the U.S.–Pakistan Centers for Advanced Studies in Water to research and share water law frameworks applicable to the Western U.S. and Pakistan. Connor also participated in the Jessup International Moot Court Competition, was a member of law review, and clerked with the Office of Legislative Research and General Counsel at the Utah Legislature. He also holds an M.A. in International Peace and Conflict Resolution from American University, where his studies focused on South Asia, with a specific emphasis on long-standing conflicts between India and Pakistan, and a B.A. in History and a B.A. in International Studies from the University of Utah.

Connor recently co-authored a book chapter on international water law and Pakistan. He enjoys traveling with his family and hopes to one day be a sailboat skipper.
