D. James (Jim) Morgan is an Assistant Attorney General in the Transit Section of the Tax, Transit, & Financial Services Division of the Office of the Utah Attorney General where he serves as employment and labor counsel for the Utah Transit Authority.
Jim’s practice focuses on advising UTA on all employment law-related labor matters, as well representing the agency in employment-related administrative proceedings. Before joining the OAG, Jim was General Counsel for Resource Management, Inc., a Utah-based provider of human resources, payroll, and benefits services. He performed many of the same functions in that role as here the Office, as well as advising the company more generally on legal matters. Prior to that, Jim was an associate and then shareholder at Jones Waldo Holbrook & McDonough.
Jim earned his J.D. from the University of Utah College of Law in 1991, graduating as a William H. Leary Scholar. He received his B.A. in History from the University of Utah in 1988, a solid nine years after he started, chalking the extra time up to improving his skiing ability.
Outside the office, he enjoys skiing, cycling, spending as much time as possible with his family, and reading fiction, particularly historical fiction.
