Jake Garlock is an Assistant Attorney General in the Higher Education Section of the Education Division, where he primarily serves as counsel for Weber State University. Jake’s practice focuses on oversight of litigation for the university, counsel to the Athletics Department, counsel to the Records Officer on public records requests (GRAMA), reviewing and negotiating university contracts, and counseling on intellectual property issues.
Before joining the Office of the Utah Attorney General, Jake worked for sixteen years at Utah State University, departing as the Senior Associate Athletic Director for Student-Athlete Services & Compliance where he directed the university’s NCAA rules compliance program and supervised several athletics programs and department units. Jake earned his J.D. in 2005 from Willamette University in Salem, Oregon, where he clerked with the Marion County District Attorney’s Office and the law firm of Swanson, Lathen, Alexander & McCann, and served as the President of the J. Reuben Clark Law Society. He received his B.S. in Psychology with a minor in Business Management from Brigham Young University in 2002.
Outside the office, he enjoys backpacking with his family, coaching his kid’s sports teams, and all things sports. He also teaches Sports Law as an Adjunct Instructor at Utah State University in the Masters of Sports Management program.
