Kenn O’Reilly is an Assistant Attorney General in the Highways & Utilities Division. He represents the Utah Department of Transportation in a range of litigation matters, and advises the Department on property rights and regulatory issues. Kenn’s litigation practice involves eminent domain, real property, mineral rights, construction, property damage, and outdoor advertising issues for the Department.
Before joining the Office of the Utah Attorney General, Kenn practiced for over twenty years at several national law firms in Manhattan. His practice focused almost exclusively on design professional and construction law matters, and his clients included global architecture and engineering firms and contractors. Kenn has published numerous articles on construction law and design professional issues, and moderated a discussion panel on public/private partnerships for the ABA Forum on Construction Law.
Kenn received his J.D., with Honor, from the University of Maryland Francis King Carey School of Law where he was the Executive Editor of the Maryland Law Review and President of the Maryland Environmental Law Society. Following law school, he clerked for the Honorable Catherine C. Blake of the United States District Court for the District of Maryland. Prior to law school, Kenn worked for the United States Environmental Protection Agency in Washington, DC in various compliance and enforcement roles. He received a master’s degree in Comparative International Development from The Johns Hopkins University, and a bachelor’s degree in Government from Clark University.
