Paul Tonks is a Section Director in the Government Operations Section, State Agency Counsel Division. He serves as assigned legal counsel to the Department of Government Operations and its divisions and offices, and represents the Government Records Office and the former State Records Committee.
Paul earned his J.D. from Capital University Law School in Columbus, Ohio, in 1996, and his B.A. in History, with a minor in Music, from Brigham Young University in 1992.
He began his career as a Staff Attorney with the Ohio 10th & 12th District Courts of Appeals from 1996 to 2002, followed by service as an Assistant Attorney General for the State of Ohio from 2002 to 2004. He was an Associate Attorney at Perez & Morris LLC in Columbus, Ohio, from 2004 to 2006, and Associate Senior Counsel at Adobe in Lehi, Utah, from 2022 to 2025.
He is admitted to the Ohio Bar (1996) and the Utah Bar (2007). Paul was named Attorney of the 1st Quarter in 2013 by the Office of the Utah Attorney General and has been recognized among Utah Business Legal Elite.
