Steve Oler is the Section Director of the Professional Licensing Section within the Commercial Enforcement Division. In this role, he leads a team of five attorneys and one paralegal in representing the Utah Division of Professional Licensing. He oversees litigation and provides legal counsel on matters involving professional licensing, administrative enforcement, and regulatory compliance. Steve and his team represent the Division in all phases of licensing actions, including informal and formal adjudicative proceedings, agency reviews, and appellate matters, while also advising agency leadership on statutory interpretation, administrative rules, subpoenas, and other legal issues.
Steve has nearly two decades of public-sector legal experience. Before joining the Commercial Enforcement Division, he served in the Medicaid Fraud and Patient Abuse Division, where he managed complex criminal investigations and prosecutions involving Medicaid fraud and the abuse, neglect, and exploitation of vulnerable adults. Steve also served with the Utah State Board of Education as an investigator and prosecutor for the Utah Professional Practices Advisory Commission (UPPAC). In that position, he investigated allegations of educator misconduct, conducted administrative hearings, and provided ethics training throughout the state. Earlier in his career, he was a Deputy District Attorney for Salt Lake County, where he handled a large criminal prosecution caseload.
Steve holds a B.S. in Economics from the University of Utah and earned his J.D., magna cum laude, from the University of Toledo College of Law. Since he was admitted to the Utah State Bar in 2007, Steve has built a career dedicated to public service and protection of vulnerable people.
