Thomas A. Luchs

Assistant Attorney General

Child Protection

Thomas A. Luchs is an Assistant Attorney General in the Child Protection Division. He represents the Utah Division of Child and Family Services in prosecuting child abuse, neglect, and dependency cases before the juvenile courts. Thomas has extensive experience litigating complex child protection issues and is a certified Child Welfare Law Specialist through the National Association of Counsel for Children. Thomas is currently a member of the Utah Supreme Court’s Advisory Committee on the Rules of Juvenile Procedure and the Family Recovery Court Steering Committee.

Before joining the Office of the Utah Attorney General, Thomas worked at Lokken & Associates (now Lokken & Putnam), representing parents in juvenile court child welfare actions and practicing family law.

Thomas received his J.D. from the University of Missouri–Kansas City School of Law, where he received the John R. Specca Award for Excellence in the Study of Family Law. In law school, he served as an editor of the Journal of the American Academy of Matrimonial Lawyers and authored the article “Is Your Client a Good Candidate for Mediation? Screen Early, Screen Often, and Screen for Domestic Violence.” He also served as a student intern for Legal Aid of Western Missouri, assisting domestic violence survivors in divorce and protective order actions.
